Nebraska Public Power District (NPPD) has an immediate opening for a Buyer located at Cooper Nuclear Station near Brownville, NE.

Position Summary

This position is responsible for the procurement of materials and services in an efficient and cost-effective manner and in accordance with NPPD policies and procedures in support of business unit needs. Primary duties include, but are not limited to: day-to-day procurement activities associated with the acquisition and replenishment of goods and services, the issuance of purchase orders with appropriate terms and conditions, coordination of Request for Quotations and the evaluation of the bidder quotations, expediting/follow-up of deliveries, logistics (freight) and supplier management, resolution of invoice discrepancies and GR/IR maintenance, resolution of delivered quantity discrepancies, maintaining accurate purchasing data in SAP, and close out of procurement documents when applicable. The Buyer will also take a larger role in vendor relationship management and strategic sourcing activities. 

Education, Training and Experience

Bachelor’s Degree in business or related program and 2 years of procurement related experience.

Associates Degree (or equivalent accumulation of college credit hours in business or a related program) and 4 years of procurement related experience.

High School Diploma/GED and 8 years’ experience in procurement processes and/or purchase order administration is required.

 

[CNS Buyer] The incumbent will be required to obtain U.S. Nuclear Power Plant Unescorted Access (annual requalification) and will participate in the CNS Fitness-for-Duty Program.

 

Licenses and/or Certifications

Institute of Supply Management (ISM) certification is desired.

Essential Duties & Responsibilities

Work with internal customers to coordinate ensuring material procurements meet existing specifications.  Perform research and incorporate existing requirements into new procurement documents.

 

Implement best practices including supplier alliances, blanket order purchasing and logistics (freight) management. This includes aggressively pursuing discount procurement including, but not limited to, quantity, delivery, long-term agreements, payment, etc. Buyer leads and/or participates in cost saving or value added initiatives with the various business units within NPPD delivering savings against predetermined targets.

 

Conduct purchasing activities exercising sound judgment in compliance with the appropriate codes, standards, or commitments. [CNS Buyers] Determine and include the appropriate Quality Assurance (QA) Program Requirements in purchase orders. This includes selection of QA Wording Sets, Approved Suppliers List (ASL Limitations, and verifing procurement safety class (Safety-related, Non Safety-related, Augmented Quality, etc.).

 

Manages key vendor relationships to include vendor performance evaluations, vendor performance improvement, and vendor risks assessments.

 

Build and maintain strong working relationships with internal customers and key suppliers, focusing on cost savings, supplier diversity, and assuring on-time delivery of parts and services.

 

Provide technical leadership to business unit personnel relative to NPPD procurement processes and activities.

 

[CNS Buyers] Actively participate in the nuclear Corrective Action Program (CAP) through Condition Report (CR) initiation, evaluation, and resolution; and participation in the self-assessment process.

 

[CNS Buyers] Support NRC Inspections, INPO evaluations, and Quality Assurance Audits of procurement and materials, as required.

 

Utilize materials management information systems to provide inventory management information to internal customers. This may include working with the business unit to reduce inventories and dispose of surplus or obsolete materials, and perform other materials management activities, as assigned. In addition, assist in development of strategies to balance inventory to meet forecasted demands, as well as emergent work.

 

Be available for required on-call duty and outage support duty (weekend and backshift).

Salary Information: $5,021-$6,342 Monthly 

Travel Required: Up to 25% (With no or minimal overnight stays, less than 3 per month, typically within state of Nebraska)  Travel required may fluctuate by business need. This is an estimate and will be discussed further with candidates that receive an interview.
