Nebraska Public Power District (NPPD) has an immediate opening for a Procurement Manager located at Columbus General Office in Columbus, Nebraska. Position closes June 25 at 11:59 p.m. Central Time.
This position will report to the Executive Vice President & Chief Financial Officer.
Position Summary
The Procurement Manager reports to the Chief Financial Officer (CFO) and works closely with NPPD business unit leaders and executive team.
The incumbent is responsible for managing the Procurement Department and is responsible for the District procurement and strategic sourcing processes. The incumbent is also responsible for reviewing and approving procurement policies and procedures, transforming and improving the procurement process to meet the current supply chain environment, representing the procurement department on various teams and/or committees, and playing a role in supporting District strategic decision making and ensuring compliance with policies, procedures and applicable state law related to public procurement.
Education, Training and Experience
Bachelor’s degree in business, supply chain management, or related field required. Master of Business Administration is highly preferred.
Prior Related Experience:
Eight to ten years of professional level experience in procurement or commercial contract administration required with a minimum of 5 of those years working in a supervisory capacity, demonstrating progressive responsibilities and the ability to lead teams effectively.
Licenses and/or Certifications
Institute of Supply Management or other supply chain related certification is preferred.
Essential Duties & Responsibilities
Plan, organize, direct, assess, and coordinate the procurement department to align with NPPD Strategic Goals, detect and react to market trends, and utilize best practices in the industry.
Ensure staff are adequately trained in negotiation and cost management strategies. Develop metrics to monitor cost savings activities.
Ensure that the department effectively produces, analyses, and takes appropriate action on procurement related data.
Manage supply chain processes for quality, timely, and cost-effective services in accordance with best industry practices and State Statutes. Develop and implement strategies to balance supply chain cost, efficiency, and risk. Ensure legal and regulatory compliance with all procurement activities.
Ensure contractual risk and obligations are effectively managed in all procurement activities. Coordinates with NPPD business units and NPPD Legal counsel where appropriate and necessary during contract negotiation and administration.
Ensure that the department is actively monitoring market trends, pricing fluctuations, and supply chain changes. Promote environment of continuous improvement to enhance team effectiveness including the identification and implementation of improvements in technologies, systems, policies, procedures, etc.
Develop and support effective relationships with all NPPD business areas and outside parties. Navigate complex stakeholder dynamics and exercise sound professional judgement to the benefit of NPPD.
Provide oversight and development of direct reports including providing work direction and making or recommending decisions for hiring, performance management, salary administration, and employee disciplinary action, including termination of employment. Ensure the staff is provided with appropriate training and challenging work to ensure bench-strength, business continuity and high employee engagement.
Ensures that all procurement activities are conducted in compliance with Nebraska law as applicable to political subdivisions

Salary Information - Nebraska Public Power District offers a competitive starting salary with opportunities for growth. In addition to the base salary range listed below, NPPD employees may also be eligible for our Annual Incentive Program (AIP) that may supplement total compensation at a level above and beyond the stated salary range. Successful applicants will be provided more information regarding the incentive program at the time of an interview.
Pay Grade - 16 Monthly
Typical Pay Grade Starting Salary Range: $10,819.00 - $13,794.00
Travel Required: Up to 25% (With no or minimal overnight stays, less than 3 per month, typically within state of Nebraska) Travel required may fluctuate by business need. This is an estimate and will be discussed further with candidates that receive an interview.
