Procurement Specialist

Nebraska Public Power District (NPPD) has an immediate opening for a Procurement Specialist located at Columbus General Office in Columbus, Nebraska.  Position closes September 27, 2022, at 11:59 p.m. Central Time. 



Position Summary


The incumbent performs procurement processes and activities in accordance with NPPD’s policies, Nebraska State Statutes, and special regulatory requirements applicable to business unit purchases and associated activities; advises internal customers regarding procurement policies and issues; and provides accurate, timely, and cost effective procurement services for all NPPD's business units. The incumbent must demonstrate high potential and be a self-starter capable of handing multiple assignments with a high degree of initiative, accountability, and accuracy. Positive success working with vendors and District-wide internal staff at all levels and business units is critical.

Education, Training and Experience


Bachelor's degree in business or related program.




Associate's degree (or equivalent accumulation of college credit hours in business or a related program) plus seven years professional experience in procurement or contract administration is required.




High school diploma/GED plus 12 years professional level experience in procurement or contract administration is required.

Licenses and/or Certifications


Institute of Supply Management - Certified Professional In Supply Management (previously Certified Purchasing Manager) is highly desired.

Essential Duties & Responsibilities


Develop and execute contracts (both sealed and non-sealed), agreements, and tasks with appropriate terms and conditions in accordance with applicable statutes, policies, and procedures for all NPPD business units. Lead pre-bid meetings and cross functional bid/proposal evaluation teams, conduct vendor negotiations, and obtain Board of Director or management approval when necessary. Coordinate and facilitate all procurement activities except those purchases made using a procurement card. For CNS, include the appropriate Quality Assurance Program Requirements and Approved Suppliers List Limitations in procurement documents.


Administer contracts, agreements, and tasks in partnership with the business unit personnel. Responsibilities include reviewing invoices to ensure compliance with the procurement document, preparation of amendments, resolving disputes/claims with vendors including backcharge or warranty claims, understanding Nebraska sales tax laws to ensure appropriate tax payments, maintaining office of record files for District and vendor correspondence, and closing procurement documents after completion of work.  


Maintain accurate procurement data in SAP.


Build and maintain strong working relationships with key vendors and internal customers, including Legal, Risk Management, Executive Management, Project Management, and others. Provide accurate and timely communications with both internal and external customers.


Provide technical leadership to business unit personnel relative to NPPD procurement processes, policies, and activities.


Conduct purchasing activities exercising sound judgment in compliance with appropriate statues, policies, and procedures, including any special regulatory requirements applicable to specific business unit purchases.

Salary Information - Nebraska Public Power District offers a competitive starting salary with opportunities for growth. 


Pay Grade - 12 Monthly

Typical Pay Grade Starting Salary Range: $5,699.00  - $7,124.00


Travel Required: Up to 25% (With no or minimal overnight stays, less than 3 per month, typically within state of Nebraska)  Travel required may fluctuate by business need. This is an estimate and will be discussed further with candidates that receive an interview.
