Strategic Sourcing Technical Analyst

Nebraska Public Power District (NPPD) has an immediate opening for a Strategic Sourcing Technical Analyst located at the Columbus General Office, York Operations Center in Columbus or York, NE.  Position closes January 17, 2022, at 11:59 Central Time. 

 

 

Position Summary

 

The Strategic Sourcing Technical Analyst will provide leadership and technical direction within the team to facilitate and support positive outcomes using strategic sourcing initiatives and technical/data analytics expertise.  This position will have full technical responsibility for interpreting, organizing, and executing assignments in the Strategic Sourcing Department with the goal of reducing the cost of acquiring products and services.

 

This position will report to and work directly with the Strategic Sourcing Manager. The Strategic Sourcing Technical Analyst will play a key role in carrying out the strategic sourcing process, assisting in the development of a long-term sourcing strategy and process improvements, as well as leading cross functional sourcing teams/initiatives. 

Education, Training and Experience

 

Bachelor's Degree in Engineering, Data Analytics or Data Science or related area and 8 years’ experience as described below.

 

OR

 

Associate Degree (or equivalent accumulation of college credit hours) in a technical function, Data Analytics, Data Science or related program and 10 years’ experience as described below;

 

AND

 

Experience: Professional level experience in data analytics or an engineering function is required. Specific experience interfacing with technical job functions on critical aspects of design is required. Proven experience in supplier development, strategic sourcing, contract preparation and administration, supplier selection and negotiations, materials management, and logistics support is highly preferred. Experience in negotiating long-term agreements and/or contracts with a potential spend in excess of $1 million over the life of the agreement is highly preferred.

 

Preferred:

 

Master’s degree in Data Analytics, or related Engineering function is desired.

Licenses and/or Certifications

 

Licensed Professional Engineer or professional data analytics certification is desired.

Essential Duties & Responsibilities

 

Lead large, complex initiatives while managing spend categories and designing for total cost of ownership including assessing design and functional specifications. Initiatives may involve multiple business units, negotiation of pricing and/or contract and legal review, and coordination with executive leadership. 

 

Assist business units in making technical decisions involving projects including commercial requirements, supplier negotiations, and data analysis. Partner with business units on various continuous improvement initiatives and innovation projects.

 

Lead and facilitate various meetings with cross-functional team members, affected stakeholders, sponsors and/or users to ensure successful outcomes and execution, and then assist in the adoption of the outcomes.  Provide coaching to suppliers and user groups on the most efficient sourcing methodologies and negotiation techniques, as allowed by policy/procedure. Champion a continuous cycle of learning to gain efficiencies in processes throughout the District.

 

Conduct market analysis and analyze market conditions and supply channels.  Compile data to determine and develop the lowest total ownership cost strategy to acquire products and services, aligning strategy with District needs. 

 

Must demonstrate high potential and be a self-starter capable of handling multiple assignments with a high degree of initiative, accountability, and accuracy. This person will need to have excellent people skills to lead teams, promote ideas, articulate vision, and represent the District to a wide range of supplier partners.  Highly developed written and verbal communication skills are critical to success in this role. Good interpersonal and presentation skills with the ability to clearly present recommendations and ideas and to summarize complex issues. 

 

Participate and support the evaluations, negotiations and awarding of the requirement contracts or agreements. The evaluations will include working with stakeholders to determine the best supplier(s) to satisfy all participants’ requirements.

 

 

 

 

 

 

Essential Duties & Responsibilities (Continued)

 

This person will need to have excellent technical and analytical skills in order to effectively evaluate both internal and external data, followed by providing recommendations on appropriate strategies to implement in order to achieve the most optimal outcome for the District.

 

Identify standardization opportunities to reduce supplier and product base. Collaborate with various business units to lead efforts to identify, plan and execute initiatives to commercialize solutions, enabling the District’s business units to deliver cost savings and cost avoidance to the District’s customer base.

 

Evaluate current and future year budget opportunities for large savings initiatives.  Initiatives will include the evaluation of the financial impact of each project and facilitating decision-making regarding budget impacts. The Strategic Sourcing Technical Analyst will need to be well connected with business leaders across the District to support collaboration on corporate-wide projects.

Salary Information - Nebraska Public Power District offers a competitive starting salary with opportunities for growth. 

 

Pay Grade - 14 Monthly

 

Typical Pay Grade Starting Salary Range: $ 7,082.47  - $ 9,030.15

 

Travel Required: Up to 25% (With no or minimal overnight stays, less than 3 per month, typically within state of Nebraska)  Travel required may fluctuate by business need. This is an estimate and will be discussed further with candidates that receive an interview.
