Nebraska Public Power District (NPPD) has an immediate opening for a Transmission Services Program Manager located at the Columbus General Office in Columbus, NE(preferred), York Operations Center in York, NE, Norfolk Operations Center in Norfolk, NE, or the Kearney Operations Center in Kearney, NE. Position closes June 11 at 11:59 p.m. Central Time.
This position will report to the System Planning & Transmission Business Manager.
Position Summary
The incumbent provides direction and leadership in the planning and coordination of all transmission activities and tasks associated with NPPD membership in Southwest Power Pool’s (SPP) Regional Transmissions Organization (RTO), as well as providing leadership on the transmission congestion hedging oversite team.
This position provides overall direction, leadership, planning and coordination of the District’s Team negotiating Generator Interconnection Agreements and other SPP Transmission Service agreements. This includes all aspects of related District processes associated with Deposit contractual administration. This Position will serve as the single point of contact / gatekeeper for all Generator Interconnection agreement related activities including development of Joint Transmission Development Agreements and Operation & Maintenance Agreements.
The incumbent will interact with different Departments within NPPD as well as externally with the SPP, other Utilities, and Stakeholder Groups on administration of and proposed changes to the SPP transmission tariff. The Incumbent will represent NPPD at SPP Stakeholder meetings, presenting NPPD perspective and position on relevant issues. The expected result is to influence the policies developed during the stakeholder process to best represent NPPD’s long-range interests and those of our customers. The incumbent must be an excellent communicator, analyzer, and capable of effective external collaboration. The incumbent must be capable of taking a holistic view of the RTO Policy needs of the Business Unit and aid other NPPD representatives in making effective RTO policy decisions. The incumbent will provide subject matter expertise for FERC transmission related filings and interventions.
Education, Training and Experience
Bachelor’s Degree in engineering, finance, economics, business, or a technical field of study plus 5 years Electric Utility experience
OR
Associate degree in a related field plus 10 years’ Electric Utility experience is required.
Graduate degree in finance, economics, or business is preferred.
Prior Related Experience:
Electric Utility experience in Transmission and Distribution Operations, Energy Supply, Nuclear or Transmission Tariff administration, rates, contacts and agreements, or financial reporting is required. Proven demonstrated leadership, analysis, and communication skills required. The incumbent must be capable of taking a holistic view of the RTO Policy needs of the entire NPPD enterprise and aid other Stakeholders in making effective risk-informed decisions. Prior related experience with the SPP stakeholder process and/or FERC regulatory filings is preferred.

Essential Duties & Responsibilities
Focus on the District’s RTO policy strategies and implementation thereof by working with the various Leaders of NPPD’s Production, and Delivery business units, as well as with external entities and stakeholders for all emergent and ongoing issues.
Point of contact for all Generator Interconnection Agreement activities, encompassing multiple Business Units. That level of expertise is demonstrated through mentoring of peers, improving business unit processes, and optimizing the effectiveness of the District’s GIA negotiation. Incumbent will be required to provide guidance and leadership for the District’s Generator Interconnection agreement process, Joint Transmission Development Agreements, and Operation & Maintenance agreements.
Provides review and approval of all Congestion hedging activities as a part of NPPD’s congestion hedging oversite team in accordance with approved Risk Oversite Policy.
Act as District’s subject matter expert on SPP transmission tariff and revision requests to SPP tariff. Provide review and guidance on proposed Revision Requests to the SPP tariff and communicate internally to NPPD and with aligned utilities in developing a shared response to common issues.
Provide input on related FERC filing activities. Provide review and guidance on the impact of related FERC filings on NPPD. Review and approve transmission billing from SPP and Mint. Participate and provide input to NPPD teams focusing on new requirements or opportunities such as FERC 2222, IIJA (Infrastructure Investment and Jobs Act), IRA (Inflation Reduction Act) or Joint Targeted Interconnection Queue (JTIQ). Participate and provide input to SPP working groups or committees.
The incumbent is empowered to make decisions within established process guidelines to resolve related issues and to represent NPPD externally regarding RTO Policy issues to facilitate overall Enterprise success.

In addition to the base salary range listed below, NPPD employees may also be eligible for our Annual Incentive Program (AIP) that may supplement total compensation at a level above and beyond the stated salary range. Pay Grade - 15 Monthly
Typical Pay Grade Starting Salary Range: $9,155.00 - $11,673.00
Travel Required: Up to 25% (With no or minimal overnight stays, less than 3 per month, typically within state of Nebraska) Travel required may fluctuate by business need. This is an estimate and will be discussed further with candidates that receive an interview.
