Electrical Engineer I/II/III OR Engineering Technician/Specialist - Metering and Power Quality

Nebraska Public Power District (NPPD) has an immediate opening for an Electrical Engineer I/II/III OR Engineering Technician/Specialist - Metering and Power Quality located at the Columbus General Office, Kearney Operations Center, Norfolk Operations Center, or the York Operations Center. The position closes December 18, 2019. This position will report to the Engineering Supervisor.

Position Summary

Note: Level I to Level III Engineer is considered a progression and is approved by the appropriate manager.  All NPPD engineering positions are managed under the NPPD Engineering Technical Career Path document. 

 

Position provides daily support for operations and maintenance, trending system performance and initiating actions to restore/improve system performance and reliability, troubleshooting off-normal system conditions, failure and root cause analysis, evaluation of proposed configuration changes, recommendations to maintain asset value, and coordination of maintenance-related projects.

 

Assignments are designed to develop general knowledge of professional engineering practice in the electric utility industry and introduce customer/supplier communication skills.

 

In addition to the general engineering activities above, job-specific knowledge and expectations for this individual role will include:

 

Metering Engineering:  Provides engineering support to metering, stores, rates, and other personnel through evaluations of new and in-service equipment and software and training to metering personnel on the installation, operation, and maintenance of metering equipment and software; reviews of three-phase revenue meter applications for new installations/system modifications, assist in the programming, troubleshooting, and coordinate unique meter applications; preparation and maintenance of metering construction standards, operations instructions, and maintenance procedures applicable to revenue metering.  Supports Irrigation Load Control, TWACS, AMI, and metering projects as needed.  Assist with maintaining and configuring metering software.   Assist Data Integration to NPPD ITT and Data Management as needed.

 

Power Quality Engineering:  Incumbent provides engineering support through power quality analysis for NPPD customers, wholesale and retail through requests from Account Managers, other Operations personnel, Wholesale Customers, and through direct contact with customers. Responsible to work with field technician for the installation, programming, downloading and analyzing data from a variety of power quality analyzer tools. Perform site surveys and troubleshoot power problems that the customer perceives as the root cause of equipment malfunction and/or damage. These investigations will be to determine initial source of Power Quality issues. Coordinate with the customers technical staff or customers consultant to resolve Power Quality issues on customer’s system or downstream of Utility meter. Stay up to date with industry best Power Quality practices using EPRI as a resource.  Perform Electro Magnetic Field (EMF) and Stray Voltage surveys as needed and create reports.  Assist with Wind Farm commissioning tests as needed.

Education, Training and Experience

Level I to Level III is considered a progression and is approved by the appropriate manager.

 

Engineer Level I:

Bachelor's degree in Engineering from an ABET accredited college/university is required OR Professional Engineering License and Bachelor's Degree in Engineering from a Non-ABET accredited school is required.

 

Entry level position with assignments designed to develop general knowledge of professional engineering practice in the electric utility industry and introduce customer/supplier communication skills.

 

Engineer Level II:

Bachelor's degree in Engineering from an ABET accredited university or college OR Professional Engineering License obtained by accredited examination.

 

Second level position with assignments designed to develop competent technical knowledge within an engineering discipline, develop customer relations skills, and introduce project management skills.

 

Engineer Level III:

Bachelor's degree in Engineering from an ABET accredited university or college OR Professional Engineering License obtained by accredited examination.

 

A fully competent engineer in conventional aspects within the specific discipline with expertise in specific areas of past assignments. Assignments designed to expand the areas of expertise within the discipline, develop project management skills, and develop a general knowledge of other disciplines.

 

Technician/Specialist:

Associates Degree or equivalent background in an Engineering/Technical Field.

 

Training and experience requirements fall under the umbrella of NPPD's Non-Nuclear Engineering Technician Career Path. Specific requirements for Engineering Technician (Level I, II, III) and Engineering Specialist (Level IV and V) are specified in the career path standard.

Essential Duties & Responsibilities

Engineer Level I:

Performs tasks of limited and specific scope under the direction of experienced personnel. Applies standard engineering practices and techniques, utilizing prescribed methods in carrying out a sequence of related engineering tasks. Judgment is required on details of work such as correlating data and recognizing discrepancies in results. Communicates with customers and suppliers as directed by supervision.

 

Engineer Level II:

Perform tasks of limited and specific scope under the direction of experienced personnel. Plans and conducts detailed phases of work in support of multiple assignments, as well as managing assignments of moderate scope. Independently selects and applies standard engineering techniques and procedures, utilizing prescribed methods in carrying out a sequence of related engineering tasks. Includes some complex features. Work requires a broad knowledge within the discipline and development of expertise in specific areas of work assignment. Judgment is required on details of work such as correlating data and recognizing discrepancies in results. Communicates with customers and suppliers as needed.

 

Engineer Level III:

Performs detailed development, planning, and implementation of numerous concurrent assignments of moderate scope. Performs work which includes a variety of complex features such as unique operating conditions, conflicting design requirements, unsuitability of conventional materials or methods, or difficult coordination requirements. Performs as a consultant in technical specialties to determine and assess technical and economic feasibility and soundness of proposed engineering solutions, as well as analysis of unusual operating conditions. Communicates with customers concerning needs and work status. Work generally requires a broad range of knowledge within the specific engineering discipline with expertise in numerous areas and general knowledge of other engineering disciplines.

Engineering Technician (Level III)

A fully competent technician in utility design, equipment database maintenance, operations, drawing preparation, review, and update. Assignments are designed to develop engineering support skills within a discipline.

 

Engineering Specialist (Level IV):

A fully competent specialist with a broad knowledge of engineering support within a specific discipline. Assignments are designed to develop engineering skills within a discipline and to introduce project management skills.

 

The level assigned to the successful candidate will be determined by the applicant's skills and ability.

Engineering Studies - Activities and associated skills which are required to analyze the technical and economic feasibility of new construction projects, modifications to existing systems or equipment, or changes in operation or maintenance of existing systems or equipment.

Salary Information: 

Engineer Level I - Exempt Pay Grade 12: $5,658-$7,147 monthly

Engineer Level II - Exempt Pay Grade 13: $6,346-$8,016 monthly

Engineer Level III - Exempt Pay Grade 14: $7,217-$9,294 monthly

Engineering Technician (Level III) - Non-Exempt Pay Grade 12: $5,658-$7,147 monthly

Engineering Specialist (Level IV) -  Exempt Pay Grade 13: $6,346-$8,016 monthly

 

Travel Required:

25% to 50% (With no or minimal overnight stays, less than 3 per month, typically within state of Nebraska)  Travel required may fluctuate by business need. This is an estimate and will be discussed further with candidates that receive an interview.
